Tanned Split Paw Skin Vol 1 not dropping

I spent 4 levels or so inside and outside Paw, killing gnolls, and haven't seen Volume 1 of the Tanned Split Paw Skin drop. None of the people I grouped with during that time had managed to collect one, either. Did it secretly become an ultra-rare drop? [You must be logged in to view images. Log in or Register.]
