What are they and what do they do?

and dont say translocate!

Do you mean the little gnomes that hang out on docks? (East Freeport, Butcherblock, and others)
Because those translocators translocate you to their counterparts in various zones thereby bypassing the boats required to get into some zones (Ocean of Tears, Erud's Crossing, etc)

But on Project1999 they don't exist and not likely ever to here.
So enjoy your time waiting for the boat and skill up your fishing while at it
