Default The Hole: "You are not yet experienced enough to enter an inter-planar portal"
My character is level 52. I tried before at 49 and just assumed it was a 50 req. Am I doing something wrong or is this a bug?

The Hole does not have a level requirement. No idea what your problem might be.

My guess is that you are on PVP Red, where the Hole is not yet released?

Wierd bug.

Me (and alot of people prolly) have a lvl 4 halfling Brell Serilis rogue parked in the Hole for scouting and CRs. There is supposed to be no level limit.

sounds like the fools trying to zone into The Warrens, not The Hole
