Regen and Boil Blood

If you have Regrowth as example, and mobs dots you Boil Blood atleast, its cool, regrowth will remain.

If you DONT have Regrowth, and mobs dots you Boil Blood, if someone try to cast Regrowth on you Mana will be spent NO RED MESSAGES and Boil Blood will Eat new Spell Buff aka you will lose mana and get no regen.

Is that intended?
