Considering there has not been any clue as to the release date of Velious on this server you are looking at anywhere from one month to a year before it comes out, or more.
5/55 rings get a very minor upgrade with Velium bars to 6/65 rings. Black Sapphire necklace has a minor upgrade to 65/65. Fungi Tunic and Hiero Cloak are still awesome. Kunark Armor is instantly replaced with Thurg/PoG/SS/Kael quest armors (except for certain pieces Donal's BP, JBB, etc.). No reason right now to forego or hold back something to put on a new character just because you want to wait for Velious; especially, if you want that character to be leveled up in time for Velious. | ||

Classic->Kunark->Velious and even ->Luclin didn't make very large leaps in terms of gear stats especially tradeable non-raid. PoP was the first to really break the viability of the gear from any particular era and even then it was all mostly still used as Twink gear. Hell to this DAY some of the shit from Kunark/Velious is good or even great twink gear. That's in an era with fucking Defiant armor.
Long story short, items will be far from outdated when Velious drops don't worry.

Will the price of some items take a shit when Velious comes out?
Yes. Will the items suddenly be useless to your character? No.
