Shaman weapon cap question

At lvl 17 my 1hb seemed to cap at 72 and now at lvl 18 it seems to have capped at 76. Is this normal? I was always under the impression that lvl caps were in increments of 5. Anyone have any insight?

only for melees
priests are at about 4 per level
casters at about 3 per level

and they have lower max caps
