Spells: Whirl till you hurl

I don't know how it was in classic EverQuest, but something is off with whirl on the server right now. The spell can not be used in PvE at all.
The spell breaks and wears off almost instant after cast.

I did it on a mob that wasn't taking any damage or being effected by any other spell or any form of melee. And the spell just wears off right away?
Is this really how it should be? Useless?
