Merchants: No level 1-4 necro spells in Ak'Anon

Also noticed this as I was putzing around, there are absolutely no noob necro spells to be had in Ak'Anon. Instead there are two level 8-12 spell merchants right next to each other. I spent a couple of hours down there looking, and besides the evil caster GMs on Eldritch Collective faction instead of Dark Reflection rep, I haven't seen the proper spell merchant.
