I found this reference to PvP spell dmg reduction

In it it says

Additionally, we've internally removed the ~15% damage reduction applied to all spells in pvp combat. I'd like to once again ask for y'all to copy over to test-copy and give us feedback on the change.

This 15% sounds more accurate. I remember hitting for almost 1k with Ice Comet on SZ back in the day. With 15% reduction, that would make it hit for 952. That sounds about right.

I know this post is from 2010, but it was the only thing I could find that gave an actual number from a credible source.
