The title of that post you link is important: "Also available in PoK." The spell vendors in the PoK library just collected all the vendor spells in a central location, they did not sell any new ones. If you wanted your PoP era spells you had to kill in the planes to get them. There were three types of Parchment drops, for different levels of spells and dropped from different tiers of mobs. You took these to a class-specific NPC for a lottery style spell reward. Its possible that this spell is not classic. However, being sold on a vendor in PoK means that it was added as a vendor spell prior to PoP era, rather than as a new part of that expansion.
