Game Mechanics: Faction Issue: Corrupt Qeynos Guards

Guard Donlan and Guard McCluskey in West Karana are supposed to be on Corrupt Guard faction. They are considered regular good guards.

I only killed one of them to prevent my faction from going downhill, but as I remember they're supposed to drop a Guard Bracelet ( http://everquest.allakhazam.com/db/item.html?item=49143 )

Guard McCluskey dropped a bracelet, but Donlan did not.
