NPC Spawn Issue: casters not casting

I don't know if it is intended or not, but when I pull casters who can buff themselves, they are usually out of mana.

Once they respawn with full mana they start nuking me again. But if I roll up on a full spawn the casters don't be casting.

That's pretty much how I remembered EQ. Roll up on a caster that has been alive for several hours, and it'd have no mana.

No in original EQ mobs who had no aggro got super health and mana regen.
