Maybe I am just unlucky, but I just passed 100 killed "a pygmy brutling," over the course of 10ish days, and not a single Intact Pygmy Brutling Choppers has dropped.

It's for the iksar shackle of tynnonium quest which was added in like GoD

I reviewed this on alla yesterday, and the tail is a part of a quest chain that was in game, but not finished until after Luclin. So the tail is era appropriate, but the finished shackle quest is not.
