Default Help! My framerate is apparently uncapped after patch

So an ancient problem resurfaced after applying the patch, I've got that thing where my horizontal mouselook is suuuuper slow indicating an uncapped framerate. I had this issue when I first installed P99 many years ago. But the framerate cap in my eqclient.ini is still set to 60, and the ingame fps cap setting in the Alt-O options seems to do nothing at all, it shows as capped at 100 when I log in, and even if it I set it down to 10fps the framerate doesn't change.

It's mostly unplayable since patch and I don't want to fry my video card rendering 9000 frames per second, does anyone know something I can try? Or perhaps does anyone know which files from the patch are actually mandatory so I could try reverting everything else back to the old versions?

I can confirm this bug. I have the same bug since last patch yesterday.

Vertical mouselook is normal, but horizontal is super slow.
In contrast to the old known problems with mouselook, chaning the frame rate has no effect at all. My frame rate is set to 60fps and changing it does not fix the problem.

UPDATE: Ok, so after patch what was happening is that the game was overwriting the eqclient.ini "MaxFPS=" setting and setting it to 100 every time I loaded into the game. Moving the slider in the options menu WOULD change the value in the ini file, but it would not change the framerate in real time, and if I tried to relog it would just get overridden to 100 again.

TEMPORARY FIX?: For the moment, I have reverted the entire patch and am only using the new "Spells_US.txt" file. This has resolved the issue, but of course using old versions of these files may cause other unexpected problems. Anyone suffering from this issue, if you have a backup of your folder you could try this until someone figures out a real solution.

I use the Nvidia control panel to cap my EQ framerate and haven't had any trouble with the new patch so far.
