My ", +, and \, don't work in game?

So I'm having this issue where I can't type the following characters, ", +, \, |, =.

They work fine normally, like right now I just typed them, but in P99, it doesn't.

I can't do things like /who all "guild name", or this + that, or even a simple =) face lol. It's not a huge deal, but just kind of annoying.

Any ideas why?
