IP block and who to talk to about it

I joined P99 just this week and have tried to get on tonight and says that my IP has been blocked. i dont know who i need to talk to about this any help would be great on why or what i could of done wrong to make this happen.
i am a truck driver playing off a Hot spot so i am in a different state every night that i get on idk if that would change anything.
