necro spells have issues

I'm 42 fighting spirocs

aggro kite
Venom of the snake 38
Dooming darkness 13
Boil blood 15
Vampiric curse 13
scourge 15

Fear kite
Venom of the snake 59
Dooming darkness 20
Boil blood 24
Vampiric curse 21
scourge 24

why is this like this? I really don't remember any difference on live, whether the mob was feared or aggro'd
