Game Mechanics: Low level mobs gating

Gating is suddenly much more prevalent. The included screenshot is of a cinder goblin shaman in Solusek A gating. I'm looking for in-era evidence about gating, but I'm hoping that this behavior is so obviously abnormal that it isn't needed.
