Spells: Cassandra's Chant of Clarity

I don't know if I'm wrong but it doesn't seem to be working at all. I use it and the mana in inventory screen goes green like its buffed but still only ticks up by 1. Considering it says increases regen by 2; so I'd assume my ticks should be 3, not 1. Thanks for looking into it.
