Default Any chance letting green move to red?

Allowing green players a one time chance to move their characters to red, like how it was done for teal might solve a couple of issues.

Red will get an increase in population and green a decrease in population.

There is zero chance of any transfers to any servers at this time.

It would never be fair to let a PVE geared character transfer to red.
