Mage Pet focus issue

Playing on the Red Server. Is any of the other servers having the same issue?

Level 32 MAG with Stein of Ulissa. The Focus Effect is: Minion of Water

The issue: When I cast the level 29 water pet without the stein I get a random level pet that has a max hit of 28 and cons dark blue to me.

WITH the stein I get the lowest level pet everytime (no randoms) that hits for a max of 20 and is slightly larger than the normal pet. I know the stein is activating because the item speech comes up in the text.

Does this sound like it's working correctly?
