NPC Spawn Issue: Gnoll Hunter in Qeynos Hills

I know one spawn point works because I see one around the entrance of Blackburrow.

But there must be another spawn point that is set right next to the guards at Surefall entrance. I have been killing the Millers for a while and I see it every time, he spawns for 2 seconds before the guards kill him. He just needs moved out about 20 feet and he will live a longer life. =)
