They changed it to level 5 minimum for a lot of dungeons a while ago....for somesuch reason or another.

If you think its bad I have bad news for you planes are level 46 minimum and in kunark there is a lot of dungeon with minimum level.

This is a protection so people can’t make level 1 characters to spam, troll, or train each other in certain zones. Dagnor’s Cauldron is another one.

There was a dude that was using SEQ or MQ2 to warp around and make huge trains. to stiffle his effort nilbog made it so you have to level up a bit to gain entry.

Was hard to combat the asshat when you can spam create new accounts.
