NPC Spawn Issue: QH / BB gnoll respawns way too fast

Should be like 5-6 minutes. Right now feels like 1 minute.

It's the single gnoll in QH right by BB zone.

This will be live when green opens due to the anticipated population. It will be scaled down as people spread out.
