Select NPC's have no mana to affect and cast (infinite?) Complete Heal.

This was most likely an existing issue, but due to push mechanics changes some mobs have become nearly unkillable.

When Theft of Thought is cast on these mobs the enchanter gets the following message
[Tue Oct 01 23:05:47 2019] Your target has no mana to affect
