Trooper Vaurk

I have spent the good portion of a 2 hours looking/tracking for Trooper Vaurk in LOIO

He is supposedly at loc 4567, -3086

He is needed for a quest turn-in. The mobs exist. The items are dropping. Trooper Vaurk doesn't appear to exist.
