NPC Spawn Issue: Koalindl Fish bouncing outside of water

Koalindl Fish from the lake in the Temple of Life in Qeynos is pathing along the top of the water. It moves and appears in the air and drops in. As a result, it is very difficult to hit. It is also bugged in that if it agros you, it will attack once and travel / warp back to where it would have been on its track. This is the fish which swims along the edge of the pool, not the one swimming back and forth down the middle.

A guide stopped by to reset it but this didn't help.
