Game Mechanics: Possible Bug with Tinkering

We should be able to have a racial/class skill exceed 200 even with general tradeskills above 200. I have a 228 jewelcrafter, and a 200 tinkerer. My tinkerer has not seen a skillup in over 100 combines. This includes combines that are significantly above my skill level (and prior to hitting 200 had a much higher per attempt skillup rate). I was able to go from 200 to 228 within 200 attempts on jewelcrafting, so i'm not sure if 200+ for tinkering is not working, or if I am unlucky.

I'm really just trying to confirm if this is in the current version of P99, either from the devs, or someone who has a racial/class skill above 200 with a general tradeskill above 200.
