When is the best time for a new alt to turn in goblin ears? Can it be done before lvl 20?

I think it actually depends on race/class

I know you'll be getting like 10% per ear until like lvl 13? or 14? So definitely sometime after that for optimal xp gain

If you are good Bone chips till like 12 then orc scalps and goblin ears.

Telin (Developer) does say at the end "I do research independent of what is posted in this thread. This quest will still give decent experience at lower levels."
