Spells: Poison Wind Censer proc not working right

Poison Wind Censer proc not working right

When I am using Poison Wind Censer it procs and does 3 waves of potential 122 damage to me, however it skips the third wave on enemies. The shaman spell Gale of Poison is working correctly, (3 wave rain spell to all in radius) so something is wrong with the item.
