Default No FTE shout from leashed/lazy mob

Participated on a Noble Dojorn kill where a competing force attempted a pull by tagging and porting to island 1. Mob remained at spawn point or returned to it very quickly - presumably because they moved too far out of range, which engaged leashing/lazy aggro. Moments later the other force engaged the stationary and ostensibly un-aggro mob and did not get FTE text. Is this working as intended?

According to rules I've read, you can tag a mob as soon as it's no longer killing/pursuing anyone and has started back "home". Evidently there's currently some timer that must also elapse after leash/lazy is triggered before the hate list is clear and the mob can FTE shout again.

I think that a mob should be able to FTE shout as soon as leash/lazy aggro has triggered - or at least when the mob has returned "home", even if 30 seconds (or whatever it is) has not yet elapsed. It could very well be that I'm not imagining all possible scenarios though. NToV pulls come to mind...

Prior to leashing / lazy aggro - we had a visual cue (the mob walking home) to indicate when the hate list was clear, and now we sometimes don't. It seems like there is some abuse potential with regard to stalling if a competing force has to count off a 30 Mississippi before attempting to get that all-important FTE shout.

I scanned a couple pages of bug threads - I apologize if this has already been brought up.

I guess the change/fix I'm proposing doesn't mess with ToV or Kael pulls - as long as you're inside your hour it doesn't matter how many FTE shouts happen or for whom.
