Default Npcs should not be untargetable -nottap ekim

- We now have the ability to flag an NPC as non-targetable. This in
effect renders the NPC non-attackable as well. Clicking on one of these
NPCs will cause your current target selection to clear. This
functionality is used primarily for the presentation of content. For
instance, if we want an NPC to spawn and tell you a story, he can tell
his story without being attacked mid-sentance by other players. It also
opens up some pretty interesting content avenues. As an example, we can
make NPCs unharmable until you do a quest "stripping them of their
power".


At this point there should be no untargetable NPCS.

Nottap Ekim in sky springs to mind (who can also not be hit by pb aoe spells, even if he isn't easy to reach).

Also, note a cleric comments that Nottap Ekim can be killed even after this change http://everquest.allakhazam.com/db/n...19996259005261

"I just killed Nottap from the 2nd Island in PoSky using the spell Reproval on my cleric. I F8ed long enough off of the western side of the island for a while and finally got him as a target. then i went to about the middle of the island and cast Reproval on him. he was killed with a hit of 1892. I could not loot the corpse because it was too far away"

On the subject of Nottap, he shouldn't be spawning on GM island, but mid air as evidenced by his picture and the above post. Magelo gives his possible location here https://eq.magelo.com/npc/412280. He is a level 1 human warrior, not a halfling.
