Agnostic Faction

I played an agnostic erudite mage on Live and I could go to just about every city, evil and good. For some reason that is not the case on P99. Anyone know if there was a conscious decision for that? I was also wondering whether I would be able to use the Outpost in OT when Kunark launches.
