An Iksar in Paineel

Hey folks, quick question. How many levels would a baby Iksar have to do in the warrens before they were non kos to paineel guards and merchants/bankers?

I know you need like amiable to get keys, but I can ride in when someone else opens the door.

Just a guess would be helpful. Would levels 8-12 be enough?
