Game Mechanics: Character stuck casting a spell

1. Bind inside level restricted zone.
2. De-level under level restriction.
3. Cast gate.

The character will be moved to the current zone's safe point and will be stuck casting Gate.

Not sure what classic behavior is, but since the player can get to bind in level restricted zone via death, probably should simply allow character to zone to bind. Another possible fix is to cause the character to zone when moved to safe point a la wizard's Abscond (lvl 52) or Evactuate (lvl 57) spells.
