There's a real easy way to find out. See if you can pick any other cyclops in the world. My gut tells me no because overnerf. You should.. be able to. And should be able to steal from mobs in Hate and KC and and and and etc. Can you? No.

But hey you can steal shields from guards and coins from hill giants.
