Is there a server where you can explore zones?

I once heard there was a server where you can fly around and explore empty zones? Is this still a thing? If so, whats the name? Thanks

Look at the eqemulator.org server list.
At least one gives you GM powers.

I think you're thinking of "Hackersquest",.. which let you explore the zone maps free of anything offline. (This was during EQ's hayday mind you, probably not around anymore). But it's really easy to just find a eqemu server on the list that does this. Hell EZserver is basically this.

Everquest Zone Viewer, if you just want to see empty zones. There are no NPCs or quests.

EZ server can be super fun for a while, then it turns into the ultimate timesink like you've never seen before.
