What is the minimum level to enter Lower Guk?

I recently really got into Project 1999 (I signed up back in 2010, but didn't get into it until now) and I created a Rogue. One thing I used to do back in the early days of EQ1 was sneak into Lower Guk and take my chances trying to get the DE mask. But when I tried, I got a message saying I wasn't high enough level to enter that zone. I know that isn't "classic" so is this a new thing? Something specific to Project 1999? At any rate, what level do you need to be to zone into Lower Guk?
