We need to internalize the cost of training. Right now, the costs of training are externalized, and there is no incentive to reduce training. I propose that each player on the server is given a certain amount of "training credits", which represent the amount of times a certain player is allowed to train. A player who does not train often, such as myself, can sell excess credits to habitual trainers, such as the offenders above. Because the trainers are paying for their excess training credits, they will have an incentive to attempt to reduce their training, while players who do not train are rewarded. Periodically, the amount of training credits given to each player will be reduced, resulting in an overall reduction of training on the server.
