OptionsEditor.exe Issues

So I tried to setup the hi-res texture files and I'm not entirely sure they worked. Upon some research I saw something about the OptionsEditor.exe file and tried to locate the file compression option but literally all of the text options just said "ERROR" and something about no strings. Anyone have any idea whats up?
