Is there a way to petition a guild leadership transfer?

My guild is a pretty new guild (Zeal of Cabilis) and has a good community. The problem is that the guild leader has been away from the game for a few months now, and now the activity is dying down. I was the first officer he promoted, and now me and a few other players are trying to figure out if we can petition for leadership transfer from the old leader to me.

We all know that when it comes to guilds, when the leader stops logging in, so do the players. I'm trying to keep the community alive right now and need a way of promoting other officers.
