NPC Spawn Issue: Gornolin and Marlin Shirtov in Highold Pass

The NPCs Gornolin and Marlin Shirtov are supposed to share a spawn cycle and rotate depending on the time of day, per a fix mentioned here. However, at the moment, Gornolin remains up all the time, and Marlin Shirtov spawns at the same point during the nighttime hours and despawns in the morning.

I believe the intended behavior is for only one of the NPCs to be spawned at a time.
