This guard appears to be on beta neutral. As a troll that has done some faction work, I con dubious to all guards except this one, who cons indifferent. Wolf form increases all other guards to amiable, this one stays indifferent. I saw nothing special about Guard Winis in the bestiary to make him beta neutral.
