Ratio on GFG is superior, so as soon as the level relevant damage caps are lifted, GFG.

Considering the cost difference, I'd always recommend the PWC unless you're loaded and cash isn't an issue. If you're not loaded, I'd argue the GFG isn't worth the cost. That's money better spent elsewhere.
