dain spawn via failed ring war, timer to try again + ring turn in question

So, I was told if you fail the ring war for 10 you have to wait 3 days before you can do it again is this correct? The dain that eventually spawns from the failed ring war, hes completely the same quest-wise for a person to turn the box into for ring 9s also? Just checking.
