NPC Spawn Issue: Pandos Flintside bugged spawn! Showing up beyond borders of zonewall?!?

I think Pandos Flintside may be bugged; hasn't been spotted in the Hogcaller's Inn in many hours now. When I log my druid and run around town hitting track, it shows he's in zone, but beyond the borders of the zonewall east of area 14 on the West Freeport map, and *occasionally* track will bring me to outside the West Freeport gates, where he is standing still, invisible to some players, and Line-of-Sight bugged to me (can't cast on him, believe me, I woulda nuked him, or at least snared him and fetched his drunken arse back to the Inn to sleep it off).

Help me Obi Wan Kenobi, you're my only hope! I've got a dark elf walking around with about 30 stacks of muffins!
