Server PVP teams

Been a bit bored lately and my head been thinking many weird ideas [You must be logged in to view images. Log in or Register.]
I know in live server there where this kind of server and that it never whent fine cause there was never a good balace. Been thinking in this and just curious if a server with 2 teams good and evil, (no neutrals) would work, in kunar would be interesting as there are a good and evil cities. Would it need a balance on how many evil/good players at a time can be playing? for example if there are more than 5-10% of one team do not aloud the entrance on server of that team.
