Game Mechanics: Strong Horn shouldn't summon

Strong Horn in Western Wastes shouldn't summon...should have the same mechanics as Tantor:

Strong Horn has been known to appear in various parts of the zone, so doesn't have a known PH (or its PH has a long roaming path).

It hits for a max ~250 and does not summon.
