Default 2 Issues - Hotkey Mapping on Hotbar 2 + Performance Issues with Intel Graphics

I'm having two pretty consistent issues when playing these days across all devices. I want to see if anyone has similar experiences and get some ideas on what I need to do to rectify them.

1) Hotkey Key Mapping = I want to put some hotkeys on Hotbar 2 and map them to some keys. I want (/pet attack) bound to "E" and (/pet back off) to "Shift+E". I have my first hotbar full (1-8 are spell shortcuts and 9-10 are for my CoS and Jboots). I put the pet command buttons on the second hotbar and mapped the required keys to E / Shift-E respectively and they do not work. However, if I change the hotbar to #2 via the arrow keys on the UI, my Hotbar #1 keys will then be functioning for anything on Hotbar #2. That is to say - the bindings on Hotbar 2 in the UI do not work - Hotbar 1 key binds are the only ones that work for whatever hotbar is selected.

2) Performance Issues - I'm running copies of EQ on my various laptops that all have Intel 5500 series graphics. Obviously I think the game should run well on any machine (including a Surface tablet) since it is so old. However, I have various performance issues with my Intel graphics systems. Lag, stuttering, very slow loading times, etc. I have turned off shadows and that has helped a bit, but it still isn't very smooth at all. Obviously my main rig at home runs things great (i7 + GTX 670 graphics) but I'm thinking something is wrong since none of my friends have reported crap performance on any of their devices. I'm running the game via a manual shortcut to eqgame.exe with the "patchme" at the end. I have also tried Duxa's new shortcut for multithread CPUs and the performance hasn't improved.

Any help with either of these issues would be great. It's very frustrating that I can only play well on my desktop at home and no where else (when I travel for work, etc).
