Windowed mode client judder since Windows 10 upgrade

Since upgrading to Windows 10, the EQ client has moments of judder. It lasts about two seconds. The framerate stays the same and so does the frametime - locked without any waiver.

It happens about every ten or twenty seconds, though not specifically every ten or twenty seconds.

I am running EQ in a single GPU setup.


Any one else experiencing this?


EDIT : In Full screen I am not experiencing the judder, however am getting a faint horizontal tearing that rises vertically from bottom of the screen up. Looks like a refresh issue - however my setup hasn't changed.
